What are retail mutual funds? Are they the same as the 403B money that is taken from paychecks?

What are some examples of retail mutual funds? Someone said that they are no good and that they rip people off. Please explain. Thanks.

A 403(b) is a type of retirement account, not a specific mutual fund.

"Retail" mutual funds means those that any individual can invest in directly with the fund company. "Institutional" Mutual Funds are available only to (naturally) insitututions like pension funds or investment firms that invest large sums. The difference is in the expense ratios. "Someone" is wrong.
